Providing operational guidance for coordinated planning and response in mass casualty events consistent with the Colorado State Emergency Operations Plan and its Health, Medical, and Mortuary Annex, Homeland Security Presidential Directive 5, and contemporary standards, practices and wisdom on the subject.
Purpose
The purpose of these documents is to minimize the human costs of multiple- and mass-casualty incidents in the county, including injury, illness, disability and death. It can fulfill that purpose by providing operational guidance for coordinated planning and response in mass casualty events consistent with the Colorado State Emergency Operations Plan and its Health, Medical, and Mortuary Annex, Homeland Security Presidential Directive 5, and contemporary standards, practices and wisdom on the subject.
Such plans should consider events with natural, accidental, and criminal origins with resulting casualties of any number. Examples might include a transportation accident, storm, hazardous materials incident, building collapse or terrorist act.
Such plans should also describe relationships between local and state medical and health entities, local OEM, Department of Local Affairs, FEMA Etc..
