Clinical Standards
The Clinical & Professional Standards Committee advances the quality of clinical care across the NCRETAC region. The committee develops protocols, monitors clinical performance, and serves as an advisory resource for EMS agencies, hospitals, and clinicians throughout northeast Colorado.
About the Committee
The Clinical & Professional Standards Committee is responsible for advancing the quality of clinical care and professional standards across the NCRETAC nine-county service area. Membership includes medical directors, EMS training officers, trauma nurses, quality improvement coordinators, hospital clinicians, and other subject matter experts from agencies and facilities across the region.
Clinical Guidelines & Protocols
The committee develops and maintains evidence-based clinical guidelines to ensure consistent, high-quality patient care across prehospital, emergency, and trauma settings in the region. Protocol development is coordinated in alignment with state standards and adapted to reflect local conditions and capabilities.
Quality Improvement
The committee analyzes regional clinical performance data to identify trends and support system-wide improvement. Quality improvement findings are reported to the NCRETAC Board and inform training priorities, protocol revisions, and resource decisions across prehospital and hospital settings.
Ethics & Professional Standards
The committee promotes adherence to ethical standards and professional conduct across the regional emergency and trauma care workforce. It serves as an advisory resource for agencies and facilities navigating clinical and professional challenges.
Training & Education Coordination
The committee recommends continuing education programs and training initiatives to address identified competency gaps across the clinical workforce. This includes oversight of specialized programs such as TCAR, Austere Emergency Care, and pediatric readiness for both prehospital and hospital personnel.
Northeast Physicians’ Advisory Board (NEPAB)
NEPAB provides independent medical oversight advisory services to the NCRETAC Board and standing committees. The board is composed of licensed physicians with experience in emergency medicine, EMS medical direction, or related specialties serving agencies and facilities within or adjacent to the NCRETAC region.
NEPAB advises on Regional Medical Director governance, clinical protocol review, helicopter EMS medical integration, high-risk procedure oversight, and regulatory developments affecting medical direction in Colorado. NEPAB convenes quarterly at a minimum and may meet more frequently when clinical governance questions require timely input.
NEPAB does not hold independent decision-making authority. All advisory recommendations require Board consideration and formal action to take effect.
Current Priorities
The committee’s current work agenda reflects both standing responsibilities and emerging regional needs. These topics were identified by the committee and approved by the NCRETAC Board for the FY26–27 cycle.
Whole Blood Implementation
NCRETAC has funded prehospital whole blood capability across multiple regional agencies. The committee provides clinical oversight and protocol support for low-titer O+ whole blood use in prehospital trauma care, coordinating with hospital and air medical partners.
Pediatric Readiness
Standardizing pediatric emergency care protocols and readiness for both hospital and prehospital personnel across the region, with attention to frontier and rural settings that see lower pediatric call volume.
Regionalization Assessment
Evaluating the benefits and feasibility of clinical regionalization for trauma transport, specialty care access, and protocol standardization across the nine-county service area.
TCAR & Austere Emergency Care
Supporting regional access to Tactical Combat Casualty Care–Advanced Responder (TCAR) and Austere Emergency Care training for first responders and clinical staff, with funding coordination through the Education Committee.
EMS Leadership Development
Identifying and supporting leadership training pathways for EMS professionals in the region, including coordination with the EMS Leadership Bootcamp program funded in FY26.
Communications Center Integration
Exploring formal pathways for regional communications centers to engage with NCRETAC, improving EMD protocol standardization and interoperability during mass casualty events.
Committee Structure
The Clinical & Professional Standards Committee meets quarterly during the first month of each quarter, prior to the scheduled NCRETAC Board meeting. A majority of active members constitutes a quorum. Decisions are made by consensus; in the event of a tie, the Chair casts the deciding vote.
Chair
A current NCRETAC Board member, appointed by the President. Sets the agenda and serves as the primary liaison to the Board.
Co-Chair
A clinical leader appointed by the Board. Brings technical or clinical expertise and presides in the Chair’s absence.
Members
Medical directors, EMS professionals, trauma nurses, hospital clinicians, QI officers, and training officers from agencies and facilities across the region. Representation from all nine counties is encouraged.
Terms
Committee members serve two-year terms, renewable upon Board approval. The Co-Chair also serves a two-year term with reappointment option.
