NCRETAC Committees
NCRETAC operates through eight standing committees and the Northeast Physicians’ Advisory Board. Each committee has a formal charter, a Board-appointed chair, and defined accountability to the full Board of Directors. Together they coordinate clinical standards, education, emergency preparedness, workforce development, and community outreach across nine counties in northeast Colorado.
Standing Committees
Each committee is chaired by a Board member appointed by the President and meets quarterly. Chairs are accountable to the full Board and report at each monthly meeting.
Clinical & Professional Standards
Sets clinical protocols, oversees quality improvement, and guides EMS and trauma care standards across the region.

Education
Coordinates continuing education, certification pathways, and training events for EMS providers across all nine counties.

Emergency Planning & Preparedness
Coordinates MCI response, communications interoperability, and preparedness tools including Pulsara and COTAK.

Supports EMS provider mental health, peer support programs, and responder wellbeing across the region.

Leads community injury prevention, Stop the Bleed, CPR and AED programs, and public safety education across the region.

Manages public communications, outreach campaigns, CARES Registry engagement, and community education.

Supports EMS recruitment, retention, career pathways, and leadership development across rural and frontier agencies.

Northeast Physicians' Advisory Board (NEPAB)
Provides physician-level clinical oversight, protocol guidance, and medical advisory support to the regional EMS and trauma system.

How Committees Work
NCRETAC committees advance the Council’s mission by developing recommendations for Board action, implementing Board-authorized initiatives, and reporting progress at each monthly Board meeting. Each committee operates under a formal charter approved by the Board.
Membership
Each committee is chaired by a current Board member appointed by the President. Members include EMS professionals, clinicians, hospital staff, and community representatives. Representation from all nine counties is encouraged. Members serve two-year terms.
Meeting Schedule
Committees meet quarterly during the first month of each quarter, prior to the scheduled NCRETAC Board meeting. A majority of active members constitutes a quorum. Decisions are made by consensus; in the event of a tie, the Chair casts the deciding vote.
Accountability
Committee chairs report to the Board at each regular monthly meeting. Written reports are submitted in advance. Significant programmatic or budgetary recommendations require full Board approval before implementation.
Committee operations are governed by the Committee Charters and Procedures Manual, amended March 17, 2026, and by Article VII of the NCRETAC Bylaws.

Committee participation is open to EMS professionals, hospital staff, clinicians, public health officials, and community representatives from across the nine-county region.
